I have set up a business teaching Baby Signing in the Cheshire area. I have no extra money to do advertising as I have spent quite a lot on local advertising already. I have marketed to my local Health visitors, toy shops but just wondered if anyone had any other ideas.

put up fliers, then make smaller ones and house drop..also go round all the creche facilitys and nurserys in your area

Get on that list if you are not already on there.
Leaflet your local junior and nursery schools as well – there will often be younger siblings.
